David Nitro Lipo's when charged are 4.2V. When flat, they are usually around 3.0V. The unit would have a built in voltage regulator to accommodate the varying voltage range most likely set at 3.1V.

BG179502349 This is not Pure Nickel like the title suggests. it is Nickel plated. The title is intentionally mis-leading.
