Bonnie No it doesn't have a cotton wool filter, it has a small round plastic membrane on the inside that you drop the oil on to before adding the water, it may also be added afterwards but the smell is not as strong. Depends on what you want. Clean it once a week with alcohol fragrance free sanitizer and rice with water. Make sure not to run over the buttons or plug, there after dry with tissue paper. Be very careful drying over the small round membrane do it very softly and slow at can tear and you can't repair it after that. It's a wonderful way to relax, you must just buy correct essential oil, first research what benefits essential oil provides before buying to make sure it is for the reason you want. For example: Peppermint for a headache
