For $2 you can't really go wrong. It provides a good amount of heat (just hot enough to be able to touch directly, but obviously when in fabric will be a little less hot). Quality-wise, it's okay. The resistor lines are very inconsistent, and as a result the thinner lines are hotter than the thicker ones, producing most of the heat in the bottom half. The thicker lines do get warm too, but not nearly as much. The USB cable is a good length. There are likely better ones out there, but for $2 I gave it a try, and it'll be usable to keep my LiPo batteries warm in a box for winter outings.
